Horizon Court

The Horizon Court Theater Lane Apartments is a $9.1 million, 9,000-square-foot ground-up multifamily development located in Hermiston, Oregon, currently in the pre-construction phase. Developed for Horizon Project Inc., the apartment complex is designed to serve low-income residents and adults with intellectual and developmental disabilities, supporting independence, integration, and long-term stability. The project includes ADA-compliant units within a stick-framed residential structure and carries a planned construction timeline of approximately 12 months.

The project team is providing CM/GC services and serving as the design-build lead for mechanical, electrical, plumbing, and fire sprinkler systems. A primary challenge has been navigating layered state funding requirements through the Oregon Housing Authority and other state entities, while maintaining strict budget alignment. Additional complexities included balancing regulatory compliance with cost controls and schedule certainty.

These challenges were addressed through close coordination with the owner, design team, and development partners, detailed milestone-based estimating, and disciplined value engineering. A proactive 1-3-1 problem-solving approach was applied throughout—presenting multiple solution paths with a clear recommended course of action for every issue. The result has been a collaborative, transparent process that supports funding approvals, budget confidence, and a safe, productive project environment, while reinforcing a strong, repeat-client relationship and future referral potential.
