The Pilot Rock School District Bond Projects represent a $12.5 million, multi-phase capital improvement program completed in 2022 for a rural K–12 district in Pilot Rock, Oregon. Delivered through full CM/GC and development services, the work was closely coordinated with the Superintendent, School Board, and design team to fulfill the district’s first successful bond effort in decades. The program combined an $8 million voter-approved bond with a $4 million OSCIM grant, making fiscal accountability and bond-promise delivery central to the project’s success.
The scope included a new Career and Technical Education building addition, a ground-up middle school gymnasium, a new athletic complex with snack bar and grand entry, a state-level track facility, and campus-wide security and access improvements. The project was intentionally structured into five initial phases, with the strategic objective of generating enough savings to deliver a sixth phase.
The primary challenge was achieving cost efficiency across early phases without compromising quality, in order to fund district-wide classroom upgrades. This was accomplished through disciplined estimating, phased cost tracking, transparent reporting to the School Board, and close alignment between design intent and owner priorities. The project was completed on time and under budget, successfully delivering all six phases and establishing a strong, ongoing client relationship that has resulted in multiple repeat projects and referrals.
